them to be acquainted with the social and health conditions prevailing in countries, and that governments cannot therefore derive full benefit from these visits, 1. STRONGLY URGES that the appointment of short-term consultants be limited for special purposes, 2. RECOMMENDS that regional advisers spend a sufficient length of time in countries to enable them satisfactorily to accomplish their task.
